A late winter storm is affecting portions of the southern and central Plains. 5-10 inches of snow expected in many areas.

Major flooding is also occurring on many rivers in the Upper Midwest due to snow melt and ice jams. According to the National Weather Service, the Red River north of Grand Forks, ND rose 3 feet yesterday and another 2-foot rise was expected by midday today.
